Field Inspector III

This is a Full-time position in Fresno, CA posted July 18, 2021.

SUPERVISORY RESPONSIBILITIESNone.SUMMARYUnder the direction of the Energy Services Manager/RME, the Field Inspector will conduct field inspections and monitor client files, reporting on any compliance rules, regulations, and requirements concerns. Assists Compliance Monitor/Inspector and Energy Director in establishing or revising new program policies, procedures, and protocols as needed.Assists in the fulfillment of the agency’s vision, “For Those We Serve,” by empowering individuals who thrive as healthy, self-sufficient and contributing members of our communities.DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONSPerforms home assessments, inspections, and completes diagnostic testing as requiredAssists Compliance Monitor/Inspector in conducting weatherization project field monitoring and assessments.Provides ongoing monitoring during all phases of weatherization work on assigned work sites.Investigates customer service complaints and provides recommendation and/or corrective action plan to supervisor.Ensures program compliance to contract rules, regulations, and requirements, includingmonitoring subcontractor client files and conducting field inspections. Provides recommendations to revise program policies, procedures and protocols as needed.Understands and communicates the technical aspects of the energy programs when working directly with clients and the public to educate them on energy conservation practices in the home.Stays abreast of federal and state policy changes and issues, ensuring Weatherization Installation Standards Manual (WIS) compliance as it applies to program guidelines.Creates and maintains inspection reports using required program forms and or Microsoft Excel, Word and client database software.Evaluates current inspection process flow and makes recommendations for enhancements and improvements to ensure operational efficiency.Maintains a close working relationship with program subcontractors.Travels throughout Fresno County as required in personal and/or agency vehicle.Works evenings and weekends as required.Performs tailgate training sessions with field inspector group.Performs other duties as assigned.QUALIFICATIONSTo execute this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.EDUCATION:High School Diploma or GEDVocational training certificate in Construction Management or Bachelor’s degree in Construction Management required. Additional work experience may substitute required education on a year-by-year basis.EXPERIENCE:Six (6) years of experience in Weatherization, Solar and/or other building construction trades.Two (2) years of experience with customer service and complaint resolution.Two (2) years of experience with low income weatherization programs including LIHEAP, DOE and ESAP.Experience in conducting general training sessions with department staff.OTHER QUALIFICATIONS:CSD certification in the following: Basic Weatherization, Blower Door, and CAS Training.Must possess certifications as required by the funding source.Proficient in Microsoft Office Suite and related business software.Effective presentation, written and verbal communication skills.Bilingual English/Spanish or other secondary language preferred.Willing to work non-traditional hours and days to meet the needs of this position.Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier.Prior to employment must pass required background investigation including acceptable criminal record statement, driving record, and Department of Justice fingerprint clearance.PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
