POSITION TITLE: Language ManagerCLASSIFICATION: ExemptDEPARTMENT: LanguageLOCATION: Bishop, Bakersfield, Visalia, FresnoSUPERVISOR: Deputy DirectorSALARY: $58,240.00 to $94,866.82Position Summary:Under general supervision of the Deputy Director, the Language Manager establishes and monitors program objectives by planning, organizing and supervising all functions and staff required to operate and maintain departmental activities and services for a Language and Cultural Revitalization program.

Directly supervises all Language Project Coordinators and assists in curriculum development and ensures all facets of program are administered in accordance with established laws, regulations, requirements, policies, and procedures.

Maintains confidentiality of all privileged information.

Each classification may not be assigned all duties listed, nor do the examples cover all duties which may be assigned.Essential Duties & Responsibilities: Plans, develops, implements and evaluates meaningful and efficient indigenous Language programs and services for TANF participants and community members. Establishes and implements short and long range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement. Develops, submits and manages grant proposals to further the objectives of the Language program. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of staff. Oversees and assists in the development and implementation of community language revitalization plans. Oversees the supervision of personnel, which includes hiring, discipline, work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Improves staff effectiveness by coaching, counseling, training and recommending disciplinary action for employees Hosts regular staff meetings to ensure communication among personnel and program-related activities. Encourages a positive working relationship between the Language Department, other departments, and the community. Prepares and monitors the department budget and prepares budget modifications when necessary. Prepares department staffing schedules. Oversees the Request for Proposal process, including review and award of contracts, scope of work, invoices, meetings, and completion of work for all Language contractors. Assists local tribes with the development and sustainability of their own Language and Cultural programs. Creates and sustains relationship between local and national indigenous language programs. Designs and expedites regional training opportunities to improve core skills of language team members. Collaborates, creates, and uses standards of assessments to measure programs progress. Maintains master archive for language resources. Develops marketing strategies and resources to identify and attract participants. Represents the OVCDC to various institutions as well as externally to governmental agencies, community members, vendors, students and their parents, and/or the general public. Submits verbal and written progress reports of program and individual department activities to the Deputy Director and the Executive Director. Contributes to a team effort and accomplishes related results as required. Performs other duties as required.Minimum Qualifications:Bachelors Degree in Education, Native American Studies, Indigenous Studies, Linguistics, Administration or related field, two years implementing and monitoring an expanding language and cultural revitalization program, with one year in a supervisory capacity; or in lieu of a Bachelors Degree, five years implementing and monitoring an expanding language and cultural revitalization program, with three years in a supervisory capacity.

Shall possess and maintain a valid California Class C drivers license, and qualify for employer insurability, throughout the course of employment.

Must successfully pass a pre-employment drug/alcohol screen, and background investigation.Knowledge, Skills, and Abilities: Knowledge of language certification requirements. Knowledge of grant/proposal writing. Knowledge in human resources management policies and procedures. Knowledge of curriculum development, use of educational technology, effective instruction strategies/techniques, program design, assessment and evaluation procedures. Knowledge of program evaluation and development methodologies. Knowledge of historical and present causes for degradation of indigenous language and culture. Knowledge, appreciation, and understanding of Native American traditions, language, history, and culture. Knowledge and understanding of adult and youth learning principles, and of a wide range of training methods, techniques, and formats. Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and presentation software (such as PowerPoint). Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations. Skill in providing leadership to, supervising, training, and evaluating assigned staff. Skill in enhancing opportunities to integrate Native American culture and language. Skill in negotiating necessary resources and policies to fulfill the program plans. Ability to communicate effectively verbally and in writing. Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels. Ability to design, develop, implement, and evaluate training plans, curricula, and methodology. Ability to maintain confidentiality. Ability to analyze situations and adopt appropriate courses of action. Ability to work independently and meet strict time lines.Physical Demands:While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; and talk or hear.

The employee must occasionally lift and/or move up to 25 pounds.Work Environment:Work is generally performed in an office setting with a low moderate noise level.

Evening and/or weekend work may be required.

Extended hours and irregular shifts may be required.
