Vice President Information Technology

Noble Credit Union

This is a Full-time position in Fresno, CA posted August 20, 2021.

Plans, directs, organizes and controls the IT department.

Develops, implements, and maintains systems, infrastructure, security, and procedures to ensure accomplishment of objectives related to growth, profitability, risk, quality, member service, and personnel development.

Works closely with the IT Security Department to ensure systems, software, and infrastructure are secure.

Essential Duties and Responsibilities: Develops, plans and manages operations, infrastructure, security, and IT objectives which align with the policies objectives and strategic plan of the credit union.

Responsible for ensuring the continuity of data processing operations for the credit union.

Plans, oversees, implements and maintains appropriate systems and security controls for the credit union’s data processing systems.

Responsible for implementing and maintaining infrastructure, security and communication to include but not limited to servers, firewalls, routers, patch control, SIEMs, anomaly detection and response, VPN, endpoint security, physical network access, authentication systems, CASB, DLP, WAN, fiber mesh, and SDWAN.

Manages the development and implementation of training programs, operating manuals, procedure manuals, and polices.

Formulates, reviews, and implements policies and procedures relating to IT and IT security Prepares, administers, and monitors the budgets of the IT department and identifies potential problems, opportunities and plans contingency actions.

Responsible for maintaining, monitoring, and documenting all data processing functions.

Researches and implements new technology and systems as warranted.

Manages and supports software applications; works with various departments in supporting interfaces to various processing systems.

Supports the overall operations of the Data Analytics department to include: developing applications to integrate data from various systems, extract and provide data to various staff, and provide technical support and training.

Manages the performance of the computer systems by developing and monitoring performance standards and benchmarks, ensuring systems and file capacities are adequate and ensuring adequate documentation for system support and usage procedures.

Prepares and monitors one, two and three year system capacity projections.

Develops, maintains and performs annual tests of a disaster recovery plan; including managing and maintaining processes for recovery of data and recovery from disaster, to include return to operations standards Oversees system administration by ensuring system hardware and software is adequately maintained, ensuring error logs are maintained and reviewed, and adequate backups are completed are completed and tested.

Responsible for maintaining voice and data systems infrastructure including telephone systems and switches.

Develops plans and programs responsive to present and anticipated space and facility requirements related to IT and IT Security Responsible for regulatory compliance pertaining to technology.

Serves as the credit union’s liaison for Information Technology and Security vendors.

Develops a written plan each year for the IT department, supporting the Strategic Plan of the Credit Union and various departments.

Develops and prepares periodic reports to Board and President/CEO regarding department activity.

Supports President/CEO and other Senior Management in communicating and carrying out the Strategic Plan of the Credit Union.

Keeps Senior Management informed of issues or concerns surrounding Information Technology and Security.

Responsible for promoting the Credit Union industry through support if it’s mission and ideals.

Exercises awareness in regards to suspicious activity, money laundering or fraudulent behavior as it relates to cash transactions and overall transaction activity and document any such behavior so SAR filings can be considered.

Ensures compliance with all safety, security and compliance programs including but not limited to BSA, AML, OFAC, Branch Security and Safety.

Performs all other related duties as assigned.

Supervisory Responsibilities: Oversees supervision of 1-2 employees and the IT Department.

Manages and carries out supervisory responsibilities in accordance with the Credit Union’s policies, procedures and applicable laws and regulations.

Responsibilities include interviewing, hiring, and training employees; planning, assigning, directing and evaluating work; conducting performance appraisals; rewarding and disciplining employees; addressing complaints and resolving problems.

Shares responsibility for excellence in member service through staffing, training, coaching, and leading by example.

Qualifications Bachelor’s degree (B.A.) from four-year college or university; or seven to ten years’ related experience and/or training; or equivalent combination of education, experience and training.

Must have at least seven years management experience with a financial institution.

Computer Skills:To perform this job successfully, an individual should have knowledge of Database software; Development software; Internet software; Inventory software; Project Management software; Spreadsheet software and Word Processing software.

Other Requirements: Must possess valid California Driver’s License.
